I thought about this quote upon reading The Second Superpower Rears Its Beautiful Head by James Moore.
Has Jacques Chirac meditated this before opposing US policy on Iraq? Did he bet that France would represent the spirit of the world - the "will of the people" - and thus would eventually prevail ? Mmmh...
