Six Sigma as an approach, like all systems based on measurement that assume knowable relationships between cause and effect, will work in closed systems that are susceptible to reductionist approaches. Those are a small part of the activity of an organisation. Six Sigma is being applied (as was BPR) beyond the bounds of its legitimacy.
